Treasurer’s Report: Neal Moore reported balance of $15,967.29.  $1000 to Burn Camp,  $1896 to VanDolah for International Conference, and Neal Moore’s International not yet paid.  Motion to approve report by Chris Woodall  and seconded  by Ashley Stephens. Status = Approved unanimously

 

Committee Reports

Annual Conference: Ashley advised he has blocked rooms at Holiday Inn Express at daily rate of $94/night.  He has reserved the Tahlequah Community Event Center free of charge but we will have to purchase coffee and any refreshments from them. He is still looking into the golf course.  Jeff advised Barry Grimm will present on a topic of our choice.  Dave Cusadis of National Fire Academy is to present on the topic of electrical fires with possibility of offering R255 certification.  The conference will be in Tahlequah October 25-27, 2017.

Chris will work on a new template for a name tag/membership card combination for this year’s conference.

 

Merchandise: None

 

Regional Conferences: Chris advised Rimkus held fire training March 3 at Edmond which went well and provided 8 hours CLEET credit.

 

Nominating: None.

 

Awards: Jeff advised OK Chapter members did not win any awards at the Interational this year.

Report from the Executive Secretary: Heather reported we received another sponnsoring request from OSU Fire Service Training.  A motion to sponsor a hole again for $150 was made by Neal Moore and seconded by Bill Hollonder.  Status = Approved unanimously.

New Business:

Three board members attended the International Conference April 10-14 in Las Vegas. The International did not receive the grant they usually get to provide CFI training. Jeff will gather information  from the International regarding the need and specifics to donate directly to this training so we can discuss further as a Board.

Tommy paid to go to the conference in order to serve on a committee on health and safety. A motion to reimburse his conference expenses up to $1000 was made by Chris Woodall and seconded by Dan Salts.  Status=Approved unanimously.

2016 Investigator of the Year

Investigator of the Year: Congratulations to Scott Winford, Tulsa Fire Department, 2016 OKIAAI Investigator of the Year

Investigator Scott Winford is a longtime member of the OKIAAI of which he is currently the president.  Scott also is an ATF Task Force Officer and Canine Handler.  Scott has been an investigator for the Tulsa Fire Department since 2007.  During this time, Scott has routinely worked difficult cases.  The case below is only one of many that could have been used for jurisdiction for Scott’s nomination for the Investigator of the Year.  However, this particular case was especially difficult as investigators had to cope with the loss of a young child.  Scott’s professionalism and tenacity persevered and allowed justice to be served.

On .9-16-014 at approximately 0042 hours, the Tulsa Fire Department responded to an occupied one story residential structure fire.  The fire occurred at 4021 E. 28th St., located in the City of Tulsa, Tulsa County, Oklahoma.  Tulsa Fire Investigator Scott Winford responded to the scene.  ATF SA/CFI Ashley Stephens also responded to assist with the scene examination.  Investigators determined the fire originated in the attached garage, located on the north end of the structure.  Four occupants were transported to area hospitals.  One occupant was treated at the scene for minor burn injuries.  A five year old male later died as a result of injuries sustained in the fire.

After conducting a scene examination and interviews, Investigators classified the fire “Incendiary.”  The ATF Accelerant Detection Canine “Canyon” was utilized and numerous samples were collected.  Laboratory testing determined that several samples contained an ignitable liquid (gasoline).

Steven Clement was the boyfriend of the mother of the deceased child.  Ultimately, through an interview by Investigator Winford, Clement was developed as a suspect.  Investigator Winford sought a search warrant for phone records which were used to corroborate the mother’s statements regarding threats made by Clement.

Investigator Winford utilizing the team approach concept to further the investigation.  As such, Investigator Winford partnered with the Tulsa Police Department Homicide Division and the Tulsa Police Department Child Crisis Division.  Through this cooperation between fire investigators, homicide investigators and child crisis investigators, Clement was ultimately charged with Murder – First Degree in Commission of the Felony Crime of Arson – 1st degree, in violation of 21 O.S. 701.7 and Endangering Human Life During Arson, in violation of 21 O.S. 1405.

In February of 2015, Investigator Winford testified as an expert in Clement’s probable cause hearing.  Clement was bound over for trial.

On 10-5-2015, Clement pled guilty to both counts and was sentenced to Life Without the Possibility of Parole.

Scott is a selfless investigator, always willing to lend a hand.  His work ethic is unmatched.  As an ATF Task Force Officer Canine Handler, Scott is often called away from his family to assist in numerous jurisdictions.  Scott does so without ever complaining and is a consummate professional.

Holiday Inn in Tahlequah possible conference hotel. Looking into 2-3 facilities for the training.

Dan will look into the possibility of holding a golf tournament the day before the conference.

 Regional Conferences: ATF will be offering Arson for Prosecutors in OK.

 Nominating: None.

 Awards: Heather reported our winners from 2016 conference will be submitted to the IAAI.

 Website: Heather advised she will be doing updates in the next couple weeks.  

 Report from the Executive Secretary: Heather requesting authorization to purchase up to $400 in office supplies.   A motion was made by Neal Moore and seconded by Dan Salts.  Status = Approved unanimously.

Report from Secretary/Treasurer: Dan reported taxes are filed through 2015 and will need to be filed again in September for 2016.  He will verify with the accountant.  Neal reported that Bank of the West and they requested documentation that we are a non-profit and who the signees are for the account.  Neal and Heather have to go to the local branch and do a new signature card.

 New Business:

International Conference is April 10-14 in Las Vegas. The chapter will send Jeff VanDolah and Neal Moore.

Chris will work on a new template for a name tag/membership card combination for this year’s conference.
